Redefining women’s citizenship to engender governance: A civil society campaign

Presentation prepared for ROZAN-SANGAT South Asian Conference on Gender and Governance: Transforming Institutions of Power towards Gender-responsive Governance, Islamabad, December 2004.

This research provides a background to the situation of women in Uttar Pradesh and sets the context of the campaign Complete Citizens Total Rights. It provides a brief description of the campaign strategies used in the first and second phases, and brings out the experiences of the campaigners with these strategies, as well as other outcomes. Finally the paper attempts to analyze the campaign and the lessons learnt from it towards a set of recommendations in the conclusion.

Research was drawn from various sources, including press clippings, the Internet, project reports and print materials published by the campaign. In addition, the researchers draw upon personal experiences, as they joined other SAHAYOG staff, women's organizations and activist to carry out the campaign.
